that is not that easy to answer.

In general to make sure that everything works you should do the full
procedure.

That means:

svn up
ant -f build_red5webapp.xml dist
cd dist/red5
and the under Linux:
chmod +x red5.sh
./red5.sh
or windows
red5.bat double-click

That should to that trick.
Then running the installer and importing the database values does really
depend on what kind of changes have been done. As long as you don't know
which part of the code has changed it is better to re-run the installer and
import the default values to the database.
