What do you mean by one to one?
Public conference means, that any user of conference server may enter conference room. Private conference means, that only user from "organisation" (group) owning a particular room may enter conference.

Both types of rooms allows you to have one to one conference, if only these particular two users enters the room. If you want to be sure, that nobody else can enter the room, create an "organisation" and attach to it these two users.
Then create the room, and attach it to this organisation.

The other simple way of achieving the same goal is to create room with capacity of two persons. In such case no more people can enter the room if two persons have joined a conference.
