No the URL is simply wrong for the document. It might be a configuration issue.
Can you login using OpenMeetings standalone and the upload + use PDFs? Is Red5 really running on port 5080 ? Is the Domain correct? I mean this URL, it has to work, no matter if you use it from inside the application or enter it into the browser bar.
