Okay, but you can still use the Mod Version 0.9 with OpenMeetings 1.8.3. I just did verify it. There is no issue from our side in using this combination.
You should check your installation and debug if you might missed a step in the installation of OpenMeetings. For a basic test you might just login the regular standalone version of OpenMeetings.
