FWIW, the block-level access concept I was describing would work with
the USB storage protocol, which one could consider a widely supported
special-case configurationless local network setup.

The issue with "real" networking is always configuration or selection.
Then you need things like NetworkManager.

It's a pity that USB doesn't have - despite its phantastically complex
signaling - real service multiplexing (like TCP port numbers).
