If you are expanding the concept of alarms, would it be possible to 
either filter them by user/role at the screen display and have 
notifications deal strictly with delivery options - or split the 
notification concept between web display and delivery to get a similar 
capability?

That is, I'd like to get approximately what you see in the 'Alarms'/ 
'All alarms (summary)' screen, with the ability to split what different 
logins would see - (perhaps add 'my alarms'), and continue to see it on 
the web interface even if notifications are turned off.  I guess that 
would mean you need a generic filter tied to the user/role, not just in 
the notification configuration.
