While I agree that providing a gui for all XML file editing is a nice goal, I think the challange should be taken in smaller steps.

Given the discussion on reworking the gui using gwt, I think this effort kinda depends on the outcome of that discussion.

Once a course is chosen, taking a stab at service and datacollection configuration GUIs would be a reasonable way to get the ball rolling, but make it simpler to rework initial prototypes based on feedback. Once a GUI format gains acceptance, extending it to encompass other configuration files shouldn't be terribly difficult.

I'm not very familiar with the GUI side of the onms code base, but I am a quick study. Once the afore mentioned GUI decisions are made, i'll be happy to prototype something for my idea, if there's any buyin for it.

Otherwise I'll look at the rrd jrdatasource.
