You will not be able to reproduce the issue since you have an old Renesas xHCI controller ( uPD720200/uPD720200A) add-on card. As I mentioned before, the issue only affects USB 3.0 port and only some xHCI controllers. For Renesas uPD720200/uPD720200A, you need to update the vendor driver and firmware and then will work with libusbx (from the very beginning of libusbx release 1.0.9).
