The issue only affects USB 3.0 port and only some xHCI controllers.
It affects any USB device (low speed, full speed, high speed and
super speed) which connects to those USB 3.0 port.

This commit fixed the issue with Intel USB 3.0 controllers.

All in all, USB 3.0 under Windows XP/Vista/7 are not that good since
they use the full USB 3.0 Stacks from the vendor. Windows 8 has the native
USB 3.0 stacks from Microsoft and usually Microsoft is doing a much
better job than the chip vendors.
