Actually I can think of an even simpler argument for BSDL in OpenOCD....

Not to be snarky but boundary test was one of the most basic JTAG
functions and the primary motivation for it's creation. It seems silly
to not have it supported when OpenOCD supports things that to me seem
fantastically more complex.
