Have these patches been applied or are they still in process?

I also looked at Kent patches and appreciate Salvador Arroyo comments
on some of the patches.I have nothing to add to Salvador's comments.

Between Kent on PIC32MX and, eventually, me on PIC32MZ we should cover
the waterfront of PIC32 from OpenOCD's point-of-view.

Even though PIC32MX and PIC32MZ are both PIC32 architectures and both
implement the MIP32 version2 platform,
We may very well have to differentiate between PIC32MX and PIC32MZ
implementations in OpenOCD.

Microchip acknowledges the differences here

https://microchip.wikidot.com/start

Go down on the left side to '32-bit PIC Microcontrolers' and from that
point click on 'Migrating from PIC32MX to
PIC32MZ'.
From there you can open pages detailing differences in

Oscillators and PLL
ADC
CPU
Reset
DMA
Peripheral
Interrupt
Flash Programming
Package

All very interesting. I don't think this has relevance directly on
Kent's patches but these differences are something we should keep in mind.

I believe that Kent has some MX hardware running and as such is based in
reality. Much better than the code it replaced that didn't work for
him. That counts for something significant.
