It is my understanding that there is no such requirement. As an
example in support of this, note the support for SEGGER's J-Link
device. The only license that would come close to the alternative is
the AGPL, where interaction constitutes distribution. However this is
currently only defined as network access.

You may wish to suggest to your employer that open source tools tend
to prove more valuable to engineers in the long run. I personally
avoid proprietary tools as much as possible because they are
impossible to support and consequently I am incapable of guaranteeing
that what I did today will work tomorrow.

I understand if you would have a hard time justifying this to your
employer. Hopefully you realize, though, that the XDS110 is just a
black box with TI's name on it, and doesn't do anything genuinely
novel.
