Probably because in the beginning, there was only one supported cabled
called "wiggler".

the parport driver? It could be configured in the Tcl config like for
FTDI-based adapters.
IIRC, the FTDI driver started that way, too, and TCL config was added
later. It seems the parport driver never got enough attention to change
that.
