[skip] I've got exactly the same problem with jlink+at91sam9260 CPU. I have to restart openocd several times to get CPU into sane state after reset. Also, stepping is very unstable. Breakpoints usually work, though. I've only use case of loading bootstrap image to internal SRAM and running it, so I'm not bothered too much with this situation, but it seems lack of test hardware at developers' hands and lack of efforts are really responsible for this.
