"when" should be svn #. The time the test was run isn't *that* interesting.

W.r.t. gathering these reports. It's harder to get users to run these smoketests
when everything is working fine than when OpenOCD is broken :-)

I was thinking that we could get a lot more
information if there was a command line tool to gather information required
to post a bugreport....

That way every time someone has a bug, they can gather some info for
the smoketesting database.

Eventually I expect *most* bugs to be able to creep past *all* the smoketests.

So at the top of an email w/a bug report to the list there could be a link
to smoketests run in the database for the interface/target combination...
