I've committed the first patch in this vein. I've added the interface to arm720t and arm926ejs, two interesting cases.
With the interface in place for all targets, testing can commence and eventually we can retire all the variant commands of the cp15 modifications. Since this work will take place over some period of time, I had to commit now.
