Agreed with the usual exception:  there are minor patches
where the subject line suffices, and there's no point in
trying to create a second sentence of description.

Such patches are not particularly common, although they're
frequent enough that maintainers see them regularly.

We need to rely on maintainers to make sure that patches
which get committed have *enough* description.  Fixing
submitted descriptions is OK ... although it's better to
have the original submitter do that, especially if they've
signed off on a specific version of patch + description.
