Target scripts without a adapter_khz should be fixed to have one,
otherwise the khz is undefined.
So the adapter_khz do not have the good name ;-( as I just wrote to a previous
message.
Or the mechanism around the JTAG frequency is wrong.
A target script should not be depending on an adapter capability. Or we return
to the begin of OpenOCD (2004) where we was using only one unique .cfg file !
This is a big mistake for end-user adding adapter setting in their target
script !
Or I am wrong regarding what is the definition of adapter, target ... !
