Thanks for your guess. I believe the requirement for a maintainable documented implementation is simply because we want OpenOCD code to become higher quality, rather than lower quality. Maybe you have not had to deal with enough student code to appreciate how important the requirement is. Programming is not really difficult, writing maintainable code is also not difficult, and certainly after writing a piece of code it is absolutely not difficult to document relevant (non-trivial) parts of it.
