1.make sure to shift-in 1 in SPrAcc
Yes, this is done.

2. check the shit-out of SPrAcc -> must be one
Whe to check - before of after shifting in data ?

3. check the PrAcc CONTROL regsiter -> must be one
Yes, this is done in mips32_pracc.c, before calling
mips_ejtag_fastdata_scan() (refer to attached patch)

if SPrAcc shifted-out value is one and PrAcc is one
 then the FASTDATA acccess succeeds
 else failure

Just one important point to clarify over here, do we :
1) first check PrAcc in CONTROL reg *before* initiating FASTDATA acc
(like I implemented), or do we
2) try FASTDATA transfer without first checking PrAcc in CONTROL reg,
then check shifted-ot SPrAcc, and then in the end check PrAcc in
CONTROL, like you suggested ?

Basically, do we check PrAcc in CONTROL reg before or after FASTDATA
transaction ?

Before.
Reading "Figure 6-16 Write Processor Access Example", the PrACC must be checked first.
