From current organization: -target is a device/cpu -target needs physical connection using interface "Remote gdb" would not be neither interface nor target, because both interface and target selection depends upon external application. You are correct that placing this in both above places makes it a bit ambiguous. Maybe there should be yet another layer named "debugger"? This would also allow using others than gdb in that place...
