I really don't know the ways of "release manager" (; Oyvind says you should be "qualified" and I don't consider myself to be that.
Anyway - what I'm talking about is really no big release with hundreds of fixes to be made in RC - just a very very simple bugfix release cut directly from the master branch. For 18 months there are enough fixes in this branch to mandate such release.
I really don't know what is to be done in such process, but I don't wish any hardcore changes in OpenOCD, neither any big fixes - cut a RC version, allow it to be tested for a week or two, make a release - I don't expect there to be any fatal problems so most probably no fixes would be required.
