Where did the library get installed?  Perhaps you need to change your
library search path and run ldconfig etc.

I installed SpanDSP from source and put it under /usr/local, as the
version in Gentoo's Portage was (and still is) 0.0.2_pre26:

*  media-libs/spandsp
      Latest version available: 0.0.2_pre26
      Latest version installed: [ Not Installed ]
      Size of files: 1,384 kB
      Homepage:      http://www.soft-switch.org/
      Description:   SpanDSP is a library of DSP functions for telephony.
      License:       GPL-2
