OK.  I know that the %doc feature has been deprecated in the
past, so have done workarounds with our local packages.

FWIW, There's a problem with the current version of zope in that
it breaks the plone login_form.  There's been a fair amount of
discussion of this on the zope-users mailing lists, but I don't
see any mention of fixes on the plone site.
