That is an important point. I'd vote for a pragmatic solution, not for
written and uniformly enforced policies. When it is there or when it is
"easy" to build the docs (e.g. mv/cp/texi2html), just do it. And what can
be done should be done in a consistent and "documented" way.

Maybe some hybrid solution for some packages, like building the docs in
the OpenPKG shop and presenting them for download, respectively include
them prebuilt in the source packages. The doc stuff should not put too
much burden on the project. Does this sound like a step back ? I never
wanted to be "unrealistic".
