Zope 3.x is not really an "upgrade" from Zope 2.x (and likely never will
be -- at this point, Zope2 is slowly reabsorbing the technology
pioneered in Zope3).

I would recommend splitting the packaging into 'zope2' and 'zope3', and
having both of the obsolete the 'zope' package.

Again, I wouldn't call Zope3 a "lateste and greatest" version for
"Zope":  2.10.1 is that version, while 2.9.6 is the "old stable" version
needed by Plone.
