You are on a good path with roundup up to here.
Not everything regarding setup can be controlled, by Email, but all the 
regular activities around bugs can.

What I usually do is: Have new issues create an email that does to a public 
mailinglist, then people can add themselfs to "nosy" and get an email 
whenever these is a changenote via email or web.
You could easily make Roundup 
send each change to an imap server, too.
