The intended behavior is to show the date of the (last re)registration. 
However, at the time of your posting that feature was not implemented and only 
the initial registration was shown. The feature was added 2006-02-23 [1] and 
deployed same day. Anyway, neither the last user login to the registry nor the 
last ftp/rsync login touch this field. The intention is to smoothly force 
repetitive registration as a prerequisite to identify and get rid of obsolete 
information. Also, we plan to add more features to
the registry which in turn requires reregistration. In the end, force to 
reregister will be increased by denying access to instances that did not 
reregister for a long time. Recently "a long time" has been increased from 2 to 
150 days but this is cosmetic only as currently the ftp server doesn't yet care 
about information age.
