Some initial comments:
1)  With this proposal of IMCN becoming more role aware, i think it 
would be more appropriate
to make IMCN as an AMF component!?

2)Also for communication between imcn process <-> ntfs process, i think 
MDS should be used (both have service Ids) instead
of using a new mechanism that is really not required.

3) In the current implementation when NTFS receives quiesced role first 
it itself becomes quiesced then
      it tries to handle IMCN in handle_state_ntfimcn().But as mentioned 
in the proposal, when NTFS becomes standby from active
     it will send message to active IMCN to become standby.  So there 
will be a situation when IMCN  will still be active on Quiesced NTFS and
     during this time it will get TRY_AGAIN for all notifications and it 
will not be able to send even n-message to stdby IMCN.
     Will it not lead to accumulation of pending notifications?

4)Will the Content of n-message for config data have CCB id and 
operationType alone
OR
will it contain full notification also?

I have not gone through the data structure part (nlist), will get back 
on that soon!
