        uml: Update UML environment with new kernel, etc. [#1709]

        Update the UML environment with:

        * Linux kernel 4.5
        * Busybox 1.24.2
        * Tipcutils 2.1.1
        * Support for more than two system controllers (ticket [#79])
        * Support for nodes with slot_id > 255 (ticket [#1613])
        * Add new tool: tcpdump
        * Replace busybox version of lsof command with lsof from the build host
