configuration : 1SG,2SUs,4SIs,each SU has 4comps.1CSIs in each SI
si-si deps not configured.
SU1 is mapped to pl-3 and Su2 to pl-4
scenario:
Perform node lock of SU hosting active i.e pl-3 here .
unlock the pL-3
After unlock of pl-3 SU1 receives standby assignments but SI states show
partially assigned.

I have gone throgh the active amfd traces. Before the issue of lock operation
itself, SIs were not fully assigned (assignment counters were disturbed). So
when node lock issued to PL-3, quiesced assignment was sent to SU1 as expected
but from the traces it can seen SI1 is moving from PARITALLY_ASSIGNED to
FULLY_ASSIGNED state which is incorrect.

This tells that Application was not in proper state when Node lock was issued.
If you are performing sequence of test cases, then please reverify this test
case alone by brininging opensaf and application freshly up.
I tried but unable to reproduce. On my system all SIs are FULLY_ASSIGNED after
node unlock.
