When link between Act controller and payload are reset, then payload is not 
doing anything, though Amfd has marked it absent.
Ideally, payload should reboot itself.

Steps:
1. Make two controllers and one payload up.
2. Reset link between Act controller and payload.

The payload is marked absent, but payload is still alive.
