This is related to https://sourceforge.net/p/opensaf/tickets/403/ which in turn 
is related to http://devel.opensaf.org/ticket/3083

The AMF spec in picture 3 page 83 shows that a component can only be assigned 
the ACTIVE or STANDBY HA state. The QUIESCED state can only be reached from the 
ACTIVE (or QUIESCING) state.

If a component error occurs when a component is processing the QUIESCED 
request, but it has not yet responded, the error should be escalated from level 
0/1 (restart) to at least 2 (failover).
