Reopening this ticket because the new feature does not work properly. SUs are 
not assigned according to their rank. The reason seems to be that SI 
assignments are triggered when all SUs are INSTANTIATED which is too early 
because some SUs are still not ENABLED thus having an IN-SERVICE readiness 
state. Issue is 99% reproducible and one test case that used to work is 
continuously failing.

If all nodes have joined the cluster there is no need to wait for the cluster 
startup timer to expire.
