2) The SU is ENABLED but not IN-SERVICE (for some reason). Readiness state is
used for assignments.
3) system stream attached where it is shown it is a timing issue. Using the the
presence state to determine whether to cancel cluster startup is not good
enough since it is not related to assignments. The oper state message for SU1
comes later but the same second as the assignment is done:

If all nodes have joined the cluster there is no need to wait for the cluster
startup timer to expire.
