As per SAI-IM-XMI-A.04.02, return type "SAF_CLC_NO_RETRY" is valid for
INSTANTIATE Command, AM_START Command and AM_STOP Command, but as per Specs
return type "SAF_CLC_NO_RETRY" is valid for INSTANTIATE Command as there is no
mention of this return type in AM_START Command and AM_STOP Command.

AMF framework is specified to respond to the 200 status code from the
INSTANTIATE CLC-CLI command
Section 4.6(AMF Spec):
SAF_CLC_NO_RETRY (200): the error that occurred when attempting to instantiate
this component is persistent, and no retries or node reboot should be attempted.
