The existing code works as below:
When returned SAF_CLC_NO_RETRY in instantiation script, it calls cleanup script
and moves su/comp state into instantiation failed state. This may not be a
deviation from Specs as it does say not to attempt to instantiate.
If all maintainer agree with this, we can close this ticket.
But there are problems when component goes to instantiation failure because of
SAF_CLC_NO_RETRY and repaire command is executed. I will raise a separate
ticket and will float the patch.

AMF framework is specified to respond to the 200 status code from the
INSTANTIATE CLC-CLI command
Section 4.6(AMF Spec):
SAF_CLC_NO_RETRY (200): the error that occurred when attempting to instantiate
this component is persistent, and no retries or node reboot should be attempted.
