Analysis:
1)AMF quiesced assignment in SU1 honoring SI Dependency.
2)AMF performed failover of SI1 and SI5 to SU2.
3)Disabled event for SU2.
delete to SU1
SUSI deletion for SU2.
3)AMF received deletion response for SU1.
Creation of new SUSIs in SU3.
4)AMF received disable event for SU3
deletion of SUSIs in SU3.
New SUSIs in SU4
5)AMF received disable event for SU4
deletion of SUSIs in SU4.
New SUSIs in SU5.
6)AMF received successful assignments for SU5.
7)Unlock operation for SU1 leads to standby assignments for all SIs in SU1.
The issue is same as #666 with the only difference that here one extra SI5 is
present in #697. Since this extra SI5 is present and it is not participating in
SI dependency, this SI5 will always get failovered along with the sponsor SI1.
Due to this both SI1 and SI5 are partially assigned in #697 and only SI1 is
partially assigned in #666. In this way both issues report the same problem and
hence patch floated for #666 will also be applicable for #697.
Based on this analysis marking #697 as duplicate of #666. At the same time #666
will be updated for #697.
