SU1 mapped to PL-3,SU2 to PL-4

SuFailover=1(True)
SU1 is active and SU2 standby
Test:
1.lock of SU1(active)
2.The component which receives active callback will call exit()
3.Unlock Su1
After continuous exits() by diff comp's..SU5 became active and SU1 standby.
SI1 is partially assigned state.
