If this could be done then you could still need some limit on the
number of csi-sets you accept in one CCB, particularly if it takes
some significant real-time to perform each one. This to avoid the AMFD
becoming blocked for a long period with just doing this apply.

Ideally one would also like some runtime attribute(s) that could
reflect the discrepancy between the committed desired set of 
csi-sets from the currently processed. 

But the situation should be roughly the same as during AMF startup after
a cluster restart, when I presume you would also have to iterate through
even more csi-sets and process them the same way.

AMF supports adding one CSI per CCB to an unlocked SI. This means if several 
CSIs are to be added, many CCBs will be performed by SMF (from a campaign). 
However since the first CSI create is still "pending" when the second CSI one 
comes to AMF, the second one is can be rejected (by AMF). All depending in 
timing.

One problem is that the OI completed callback does not give the OI any chance 
to say TRYAGAIN. It is either accept or reject.

Adding a delay to the campaign between each CSI create is not a plausible 
solution thus AMF needs to support this case.
