Acess is available to repl-opensaf on payloads.
At least when I last checked.
In general, services can not assume that they have access to the shared
filesystem on payloads.
So if such access is done (from the service to the shared filesystem at
payoads) it should in priciple
be something that is configurable and not done by default.
