Implement some improvements to the UML environment:
1.
Add access to repl-opensaf as on SC nodes also on PL nodes (useful in tests)
2. Update Linux version (to bring in TIPC bug-fixes, etc.)
3. Add python (for testing python bindings, and so that it can be used in test
scripts)
4. Support running OpenSAF as non-root
