It is possible to create a SaAmfCtCsType association object even though the 
CsType object does not exist. This becomes like a "dangling reference". Found 
this prototyping AMF commands to build a model.

Same problem for SaAmfSvcTypeCSTYpes

The bug allows creation of an inconsistent model.
