Scenario:
1. Initialize Evt
2. Open Channel as CREATE, SUBSCRIBER and PUBLISHER
3. Subscribe for events with All Pass Filter matching the publishers pattern
array
4. Controller Switchover
5. Allocate, AttributeSet and Publish the Event
6. Dispatch, RetentionTimeClear and Free the Event
7. Close and Unlink the Channel
8. Finalize Evt
After Switchover, published the event, but event has not been received by
Subscriber.
