1.Proxy component is in Instantiated state and is ready to take Proxied
assignment.
2.Perform UNLOCK operation on Locked Proxied NPI SU.
3.Respond with ERR_FAILED_OPERATION in CSI set callback for Proxied NPI
component.
4.NPI proxied component is stuck in Instantiating state.
