Migrating for reference.
Cluster has two payloads and imm-pbe is enabled on the system.
Standby controller is locked.(CLM node lock) and cluster is restarted.
But the cluster failed to come up.Both the controllers came up only till amfnd.
Note:
rde on the controller that is locked has got the active role after reboot.
Let me know if u need the logs(This is anyway everytime reproducible scenario)

With the current design CLM node lock on a controller should be prohibited.
