Configuration-Proxy, proxied (2n)
1.Proxy and Proxied component are In Instantiated state.
2.Perform Lock-in operation on the Proxied SU.
3.As part of lock-in operation, the proxy responded with ERR_FAILED_OPERATION
in Termination callback and cleanup callback for the faulty proxied component.
4.Proxied component stuck in Terminating state, with out moving to termination
failed state.
