When executing the following admin operation on safNode object logs are added
to syslog.err, it should be added to syslog.warn.
Also I think the return code for admin lock on the active node should be
SA_AIS_ERR_BAD_OPERATION by reading the log description.
To be consistent with other services admin ops, SA_AIS_ERR_NOT_SUPPORTED should
be reserved for "not implemented in OpenSAF"

lock shutdown unlock

Error: administrative operation returned SA_AIS_ERR_NOT_SUPPORTED.
