Tested on CS #6881 and couldn't reproduce. Please find details as below about
the configurations and results.
NpM, configured 5 SUs and 5SIs and SG with:

Configuration defaults : PrefActiveSus?=2, PrefStandbySus?=1.
By unlock-in/unlock of all the sus, got 2Sus as active and all the remaining
SIs as standby though the preferred standby SUs=1.
