Changeset :  6901
Application : 2N ( 2SUs hosted on payloads , 4 SIs)

Steps :

* Initially all the application SIs are assigned
* Locked and unlocked SI2 ( application SI)
* Now induced middleware failover by killing director process on active 
controller  (SC-1).
 After the old standby (SC-2) got promoted to  active controller, the run time 
objects related to si assignments and csi assignments for SI2 are not available 
in IMM.

CONTROLLER-2:/tmp # amf-state si all  safSi=TestApp_SI2,safApp=TestApp_TwoN
safSi=TestApp_SI2,safApp=TestApp_TwoN
        saAmfSIAdminState=UNLOCKED(1)
        saAmfSIAssignmentState=FULLY_ASSIGNED(2)
CONTROLLER-2:/tmp # amf-state siass all | grep SI2
 
  There are no runtime objects related to SI2.
